Roger Sullivan, Esq.
EDUCATION
Mr. Sullivan attended Occidental College and Loyola University. After
service as a naval aviator, he obtained a Juris Doctor from Loyola Law
School, where he founded the St. Thomas More Law Honor Society. Since
then, he has served as President of Loyola’s Board of Visitors and
received the Distinguished Alumni Award in 1989.
EMINENT DOMAIN & LAND USE EXPERIENCE
Starting with his experience as a trial attorney for the Southern
Pacific Railroad Company and through the foundation of his firm,
Sullivan Workman & Dee, Mr. Sullivan has handled hundreds of trials in
Eminent Domain and Land Use.
Throughout his career, Mr. Sullivan has had his finger on the pulse of
Eminent Domain law in California. He consulted with the California Law
Revision Commission when it redrafted the state’s Eminent Domain Law. He
was also an advisor to the National Conference of Commissioners on
Uniform State Laws when it drafted the Uniform Model Eminent Domain
Code. Additionally, he has contributed to CEB’s California Condemnation
Practice, has lectured on condemnation and inverse condemnation at the
California State Bar and American Bar Association. Mr. Sullivan also
served as Chairman of the Condemnation Committee of the American Bar
Association, Real Property Section; the Condemnation Committee of the
Los Angeles County Bar Association; and the Committee of Governmental
Liability and Condemnation of the California State Bar.

Mr. Sullivan was counsel in such cases as Southern California Edison Co.
v. Bourgerie, 9 Cal. 3d 169 (1973); Eden Park Memorial Assn. v. Dept. of
Pub. Wks., 59 Cal. 2d 412 (1963); Toso v. City of Santa Barbara, 101
Cal. App. 3d 934 (1980); People v. Douglas, 15 Cal. App. 3d 814 (1971);
Ramona Convent of the Holy Names v. Alhambra (1995); City of Manhattan
Beach v. Superior Court (Farquhar), 13 Cal. 4th 232 (1996).
He has also appeared as amicus curiae in such cases as Metropolitan
Water District v. Campus Crusade (2007) 41 Cal 4d 954, Agins v. City of
Tiburon, 447 US 255 (1980); City of Los Angeles v. Retlaw Enterprises,
Inc., 16 Cal. 3d 473 (1976); HFH, Ltd. v. Superior Court, 15 Cal. 3d 508
(1975); Selby Realty Co. v. City of San Buenaventura, 10 Cal. 3d 110
(1973); City of Baldwin Park v. Stoskus, 9 Cal. 3d 563 (1972); and
Merced Irr. Dist. V. Woolstenhulme, 4 Cal. 3d 478 (1971).
